Paying fees is your responsibility. To buy new licenses you need to have no fees, and you can also be suspended from taking new delivery orders if you incurred too high fees.
At the start of your career , fees are negligible expenses due to insurance covering all costs in excess of $100. However, as your career advances, you share more responsibility. This incentivizes you to treat all equipment and deliveries with utmost care, skill and efficacy .
Servicing a motorized vehicle by paying a fee instantly repairs and restocks it to a mint state. This is the preferred way of servicing vehicles at the start of your career, when copay is low enough. However, later in your career manual servicing is a cheaper alternative.
