Steam-powered vehicles burn a lot of fuel, such as coal or oil, to boil water . They carry this fuel onboard. Some locomotives carry it on a second unit, called the tender , whereas smaller ones carry all the resources onboard.
If the fuel storage runs dry it needs to be refilled .
