Steam-powered vehicles need to burn a lot of fuel (typically coal or oil) to boil water . They carry it onboard. Some locomotives carry fuel on a second unit, called the tender , whereas smaller ones carry all resources on a single unit.

As this fuel is consumed it needs to be refilled .
