Regulator is a control device found in steam engines . It serves a similar function to throttle in other powertrain types . Regulator sets the flow of steam from the boiler to the steam chest. Steam chest is an intermediary reservoir from where it can be admitted, using cutoff , to the vehicle's cylinders and propel the vehicle.

Based on the technology used, some vehicles may have early versions of superheaters that result in delay in response from the regulator control device operation to the steam chest charging. Similarly, closing the regulator does not immediately stop the vehicle's acceleration, but rather it stops steam from being admitted to the steam chest. The vehicle will still accelerate until the steam chest has run out.
