加減弁は蒸気機関に搭載されている制御装置です。他の種類の動力伝達システムにおけるスロットルと同様の機能を持ちます。加減弁は、ボイラーから蒸気室への蒸気の流れを調整します。蒸気室は中間の蒸気の貯蔵庫であり、そこからカットオフを介して蒸気が車両のシリンダーに供給され、車両を推進します。

加減弁は車両の加速を直接制御するわけではありません。車両の加速は蒸気室とカットオフの組み合わせで制御されます。そのため、蒸気室の圧力を測定するための専用圧力計が付いています。加減弁が閉じると蒸気室への蒸気の流れは止まりますが、蒸気室の蒸気がなくなるまで車両は加速を続けます。

加減弁の作動遅延は、加減弁を閉じる時だけ発生するわけではありません。車両が古いタイプの過熱器を搭載している場合、加減弁を開いてから蒸気室への充填を開始するまでの時間も遅延します。
