Environmental impact costs are portions of fees that don't relate to consumed resources and incurred damage . Rather they relate to pollution and damage to the environment.

Diesel and steam vehicles pollute the environment merely by running. The environment impact cost of that is bundled to the respective vehicle's fee, alongside the other costs.
