The comms radio Work Train mode is used to request work trains that you've unlocked. These vehicles are designed to be requested on the spot for a particular purpose, and depending on the session difficulty settings , may charge you for that action.
To request a work train, select one, then aim at a spot on the tracks where you wish it to appear and shoot again.
