Message definition (Military Licenses)

* Tier 1 - Grants access to military bases and their {{pll|Logistical Haul|logistical haul deliveries}}.
* Tier 2 - Grants access to valuable, military-grade {{pll|Shunting|shunting}} and {{pll|Freight Haul|freight haul}} deliveries between the bases.
* Tier 3 - Grants access to deliveries involving strategic, highly valuable and {{pll|HAZMAT Cargo|sensitive cargo}}.

1 級 - 允許進入軍事基地並進行空車回送。
2 級 - 允許為基地調車，或在軍事基地之間運送有價值的軍用貨物。
3 級 - 允許在基地之間運送有戰略性、、高價值且機敏的貨物。
